Mission
The Homebuilt Aircraft Council (HAC) promotes and preserves the privilege of EAA members to pursue the design, construction, operation, and maintenance of homebuilt aircraft. This requires two component efforts.
- Fostering understanding and preserving the integrity of the Majority Portion (“51%”) Rule as an essential and defining regulation that permits homebuilder activities.
- Promoting safe practices and methodologies in the design, construction, testing, operation, and maintenance of homebuilt aircraft.
The Council shall provide the collective expertise and experience necessary to analyze policies and issues, and serve in an advisory capacity to the EAA President, key staff members, and the Board of Directors.
Objectives
1. The HAC will strive to represent the interests and welfare of the builders and operators of all homebuilt aircraft, including:
- New designs;
- Plans-built aircraft;
- Kit-built aircraft;
- Re-creations and scale replicas; and
- Light-sport aircraft.
2. The HAC will work with experimental aircraft designers, plans-marketers, and kit manufacturers to promote:
- Safety in design and materials;
- Continuous quality control;
- Honesty in advertising and after-market follow-up; and
- Best practices relative to customer safety in construction, operation, and maintenance.
3. The HAC will promote educational efforts that foster the above goals (1-2), including, but not limited to:
- The volunteer EAA Technical Counselor and Flight Advisor Programs;
- The organization and training of Amateur-Built Designated Airworthiness Representatives (AB DARs); and
- EAA SportAir Workshops.
4. The HAC will be sensitive to, and seek remediation for, general policies and practices under which builders and operators of homebuilt aircraft are discriminately denied the use of appropriate airspace or public-use airports and facilities for operation or maintenance of homebuilt aircraft.
5. The HAC will serve to coordinate and evaluate homebuilder activities at AirVenture Oshkosh, including:
- Homebuilder Headquarters and Registration;
- Homebuilder Education Center/Workshops/Forums;
- Homebuilt Aircraft Parking and Camping; and
- The Homebuilders’ Review (Parade of Flight).
Membership
The Homebuilt Aircraft Council shall consist of 5-7 members appointed by the EAA President.
The members will normally serve three-year, renewable terms, and will be chosen to represent the broad scope of activities fundamental to the homebuilt aircraft community. Collectively they will have expertise in the several major types of homebuilt aircraft construction, and represent the EAA homebuilder membership.
Chairperson
The HAC Chairperson shall be appointed by the EAA President, serve as a member of the EAA Board of Directors, and normally serve a three-year, renewable term.
The HAC Chairperson shall serve as a member of the EAA Judging Standards Committee, and in such other assignments deemed desirable by the EAA President.
Meetings
The HAC will normally convene two times per year, usually in the Spring and Fall. Additional meetings, if required, may be held in conjunction with AirVenture, Sun ‘n Fun, or other EAA gatherings.
